\n“Market participants will be offered a clear, long-term and mutually beneficial trading strategy with a schedule of auctions, an updated product line and expected price indicators for the medium and long term”, – the company’s website reports.
\nAt the same time, NNPGC refers, in particular, to the February recommendations of the Antimonopoly Committee of Ukraine (AMCU) to the Ministry of Energy to ensure equal access of participants to the purchase of electric power on bilateral contracts through restrictions on consolidation of lots.
\nThe head of the press center of “Energoatom” Leonid Oliynyk noted that ” NNPGC is interested in preparing a strategy as soon as possible, and it will be publicly presented in the near future.”
\n“Energoatom” is also ready to consider all proposals for the formation of an optimal product.
\nThe company believes that it is necessary to more effectively use the possibilities of RDD, “as the only stable segment of the e\/e market”, pointing out at the same time clear and well-developed rules for conducting auctions, a small number of cases of non-fulfillment of obligations, and objective pricing.
\nAt the same time, NNPGC emphasized that the current situation on the day-ahead market is “not the first and not the last crisis phenomenon” and is of artificial origin.
\nAt the same time, sharp and multiple changes in prices for RDN in the current year make it impossible to plan the financial and investment activities of producers.
\nAfter a sharp drop in the price of RDN on July 1-4, PJSC “Centrenergo” stated that more than a third of the company’s trader-partners stopped buying the contractually agreed volumes of e\/e due to losses. NNPGC “Energoatom”, for its part, warned its counterparties that it will not consider proposals for early termination of contracts.
\nOn July 9, the auction committee for the sale of electricity on the market of bilateral contracts will consider the proposal of the Ministry of Energy to make changes to the regulations for the organization and conduct of the electronic auction for the sale of electric power on the TV “Ukrainian Energy Exchange”, which provide for the introduction of a list of systematic violators of contractual obligations – the so-called Black A letter that will temporarily limit their participation in auctions with bilateral agreements (BC).
\nPreviously, NCRECP proposed to ban participation in auctions for the sale of e\/e for (BC) market participants who prematurely terminated contracts for the purchase of resources from national producers. The regulator also proposes to introduce a ban on the inclusion in the conditions of contracts for the purchase of e\/e at electronic auctions under the BC formula approach to determining the final purchase price with reference to the day-ahead market price (DMP).
\nAccording to the recommendations of the AMCU dated February 4, 2021, the Ministry of Energy, when developing changes to the electronic auction regulations, must take into account three requirements: introducing the obligation for the seller to use the principle of economic expediency (maximum price benefit), accepting counter offers at prices from the highest to the lowest, making it impossible to accept by the seller of a counter offer, the price of which is lower than the price of the offer of another buyer, which was not withdrawn, and also allow the seller to combine lots into packages only if the previous two requirements are met.
\nAt the February 4 meeting, the auction committee instructed the Ukrainian Energy Exchange to limit the number of lots that sellers can combine into packages during auctions by making changes to the Organization’s Regulations and holding an electronic auction.
